Dear Student Valuer,
Our council uses the Capital Values from the SA Govt for rating and taxation purposes. In recent years
the cost of these have increased and, in our opinion, the quality has decreased with lower value
properties seeming to be overvalued compared to higher value one. This causes issues with rates
relativity in our council.
We are investigating the assessment of capital values for improved residential properties by a private
firm and commission you to make some investigations. These are around 90% of our rateable
properties. The case study will involve residential properties in Mawson Lakes.
We understand that the current values for residential properties are based on an indexing model but
that models based on housing characteristics may offer a better outcome. Please create both types of
models and recommend which one has the best quality assessments based on fairness to our
ratepayers and the long run accuracy. We will provide you with the data needed for this work and this
will be both sales data from previous years and a set of properties for you to apply your values for use
to see what the results look like. We need to know if there are specific properties that cannot be
assessed by our model as these will need to be individually assessed and this will affect our decision
making. We would like your mathematical output in an Excel file.
Your report in pdf form, will be needed for discussion at our sub-committee meeting prior to being
tabled at council. Details of the due date will be provided separately.
