Competing needs like patient needs, resources, and workforce may affect policy development because they are supposed to support the agenda that is being advocated for by the policy (Livanos, 2018). For instance, a policy focusing on employing nurses is necessary to meet the patient and labor force needs while decreasing financial costs. The effective use and employment of the labor force are of primary importance to make sure there is well-organized delivery of care services in terms of quality, quantity, and cost.
