I.Measures for the Administration of Child Welfare Institutions
II.These Measures are formulated on the basis of the “General Provisions of the Civil ” and the “Protection of Minors” Law of China and other relevant laws and regulations, so as to strengthen the management of child welfare establishments and preserve children’s lawful rights and interests. The civil affairs departments are responsible for guiding and overseeing the management. The financial departments of local people’s governments are to ensure the funds needed by child welfare establishments in accordance with provisions. Natural persons, legal persons, or other organizations are encouraged to participate in child welfare establishments’ related services through methods such as donations, the establishment of public interest charitable projects, and the provision of volunteer services. Child welfare establishments shall persist in maximizing children’s interests, lawfully protecting children’s rights to survival, development, protection, participation, and other such rights, and continuously raising the level of children’s lives, medical treatment, rehabilitation, and education.

V.Handling guardianship infringements shall follow the principle of the best interests of minors, fully consider minors’ physical and mental characteristics and personal dignity, and give minors special and priority protection. Any organization or individual has the right to discourage, stop or report guardianship infringement. Courts, procuratorates, public security organs, and civil affairs departments shall strengthen ties and coordination with working committees on women and children, education departments, health departments, the Communist Youth League, women’s federations, work committees for related work, and village (resident) committees where minors reside, and actively guide, encourage, and support social forces such as legal service organizations, social work service organizations, public interest charitable organizations, and volunteers, to jointly do a good job in protecting minors harmed by guardianship.
