Are any of the costs declining or increasing? If so, what may have affected them or may affect them in the near future. Use historical information as well as demographic information. If the largest costs are public safety, is that policing, fire, or health services? Why are these the highest costs? Is there a real or perceived crime, fire, or health issue being addressed? Are they investing in community development? What do those projects and costs look like? Who is benefiting? These are just some of the thoughts you want to address when reviewing the collected data.
