A think tank was assembled by the Aspen Institute to consider the problem of racism in the justice system and how to
confront it. Among the recommendations coming from this group is a call for racial impact statements before laws are
passed. Such statements would require those proposing any legislation to demonstrate that the new law will not adversely affect racial or ethnic equality. For example, this would mean that drug law sentencing reform would have to show that it
will not exacerbate disparities in racial equality.
